I have the honour by direction of His Excel-

-lency the Governor to call your attention to the fact that in the memorandum of Agreement dated 11th. September, 1886, it was clearly laid down that an officer under the Foreign Inspector- -ate should be established on Chinese Territory at a convenient

spot in Kowloon.

Ample time has been given for the completion of the arrangements for erecting the necessary offices on Chinese territory which was then contemplated, but His Excellen- -cy understands that with the exception of certain quarters and

the offices which had ben built or hired for use of the subordinate officers no steps have been taken to fulfil that contract.

It is in the Governor's opinion very undesir -able from all points of view that a branch of the Customs Establishment should continue for any further period to be located in the midst of this Colony and therefore I am to request that you will as soon as possible take steps towards the fulfilment of the solemn agreement which was entered into

no less than six years ago.

This Government as you are aware has every desire to assist the Government of China in the collection of her Revenue having regard to the friendly relations which exist between Her Majesty's Government and that of the Emperor, The Government is aware that owing to the proximity of Hongkong to the mainland facilities are afforded for smuggling into and from China, but that consideration was not lost sight of when the Agreement of 1886 was settled.

if you would fix an early date for the removal of the Establish-
